Project Scope

The P66 Borger Electrical & Instrumentation Project involved installing five cable trays extending 1,000 feet from the MCC building to the facility, plus over 2,500 feet of additional cable trays and complex electrical systems. Approximately 85% of the project was confined within a 10,000 sqft area. The extensive work required 123,013 man-hours and increased the project’s value from $5.4 million to approximately $11.4 million as the scope evolved to include additional systems and infrastructure.

Project Description

The P66 Borger Refinery expansion was more than a project—it was complex from the outset, requiring meticulous planning and the integration of safety practices. As Richard Beemer, Director of EH&S, aptly described, "It was challenging from the planning stage to integrate our safe work practices with those of others, ensuring safe work for everyone around us. It was a challenge from Jump Street."

Initially, the project focused on installing a new crude heater, necessitating the installation of electrical and control systems from a newly constructed electric room 2,500 feet away. As detailed engineering progressed, the scope expanded to include process heat tracing, temperature control systems, and additional cable tray infrastructure.

Mechanical delays further required EXCEL to expedite their work to meet critical deadlines. Despite these challenges, EXCEL's team demonstrated adaptability and problem-solving skills, ensuring the project's successful completion.
